Everybody running Firefox on a regular basis should have seen the 
update come in before the CERT advisory was even issued, or at least 
the next time they launched it.  Auto-updates are working at least on 
the Big 3 (Windows, Mac, Linux) platforms.

The situation where they might not have received the updates are 
environments where the users aren't allowed to install updates (e.g. 
Active Directory deployments, shared Unix clusters) - in this case the 
CERT advisory is a reminder to the sysadmins to do their jobs.
