Many months ago, I remember someone at a DLSLUG pining for a network
impairment emulator. I was reading up on 802.1q VLAN trunking in
Linux and ran across a link to a company that advertises such a
product based on linux (but now supports windows too). Looks like the
company has/had something to do with the 802.1q code for Linux in the
first place, since the page for that code is
http://www.candelatech.com/~greear/vlan.html:

LANforge ICE emulates networks that involve limited bandwidth,
latency, packet loss, and corruption. LANforge ICE tests the behaviour
of devices that sit on either side of an impaired network.
All LANforge systems include a platform independent Graphical client
and a scriptable telnet management interface for automated testing.
For examples of how the LANforge system can help with your testing
needs, see the LANforge Overview

I know it's probably a year late for whomever was asking if iptables
could be used to create such an emulator, but I figured it might be
interesting to someone...
